Using public funds is not a loose phrase.
Rule 5 defines it for the State's lane.
It means spending from, or receipts to,
the Consolidated Fund of India or of a State.
Pause. Is that the whole list?
No. The public account counts too.
And for a local authority, its own funds.
The same rule defines under law,
and under policy, separately.
Definitions decide who is inside the lane.
