The Act says the State is a person.
Section 2 lists who counts as a person.
An individual. A company. A firm.
A Hindu undivided family. And the State.
Pause. Does a government department count?
Yes. The State is on that list.
So the State can be a Data Fiduciary.
And clause seven catches everything else.
Every artificial juristic person is in.
Nobody sits outside the word person.
