An insurer asks you for two things at once.
Process my data to issue the policy. Fine.
And waive my right to complain to the Board.
Pause. Which one of those actually counted?
Only the first one.
The Act voids any part of consent that breaks any law.
That waiver was invalid the moment it was printed.
They can still show it to you. It just does nothing.
Your right to complain survives.
